BPS Teacher Input Needed– Teacher Quality Review

Dear James – Hope this finds you well! You may recall that we met at a Rennie Center event some time ago and were in touch when MBAE was working with Teachers 21 on a conference last March.

Although I think you are now in the central office, I am writing to ask if you can help me with teachers to participate in a focus group on human resources practices in the Boston Public Schools. The National Council on Teacher Quality, a nonprofit and nonpartisan research organization in Washington, D.C., is studying the human capital policies related to teachers in selected school systems across the country, and has identified Boston for a project this fall. MBAE is pleased to be the local partner for this analysis. We have received great interest from elementary and middle school teachers, with most having 10 or fewer years of experience. We would like to reach more high school teachers and veteran teachers. I realize this is short notice, but would appreciate it if you could forward this message to anyone you think would be interested, or offer me any advice regarding how to reach more teachers.

We will be hosting two focus groups for teachers, one on Monday October 5th from 4:00 to 5:30 p.m. and another on Tuesday, October 6th from 6:30 to 8:00 p.m. Both will take place at the Barr Foundation located in the Pilot House at Lewis Wharf in Boston. We would like to have a representative group at each that includes teachers at all stages of their careers, from novice through veteran; teachers from all levels – elementary, middle and high school; teachers from low income schools; and teachers involved in union activities or as a representative. Responses to confirm attendance should be sent to me as soon as possible by email (LNoonan@mbae.org or phone 617-737-3122) since we must finalize attendance lists for the Barr Foundation by Friday morning. R.S.V.P. should include which session you plan to attend. Refreshments will be served.

Human Capital Policies Study

The goal of this series of studies, funded in large part by the Bill and Melinda Gates Foundation, is to provide a crucial tool for strengthening human capital and teacher quality. In Boston as elsewhere, NCTQ will conduct a detailed analysis of the strengths and weaknesses of policies and provide comparisons to other districts in the state and the nation, highlighting promising practices that have been successfully implemented elsewhere.

The study has three components: 1) talking to knowledgeable people in the district about human capital challenges they identify; 2) analyzing all formal policies at the local and state levels relevant to teachers against others in the state and country; and 3) collecting data that will elucidate the human capital strengths and weaknesses of a district.

Focus groups are scheduled for teachers, principals, School Committee members, union representatives, business leaders, researchers and others. It is our intent that participants have varied points of view. Participants’ names will not be used in any of the research or the report. Information gleaned from these meetings will be used only to inform the NCTQ’s analysis. The discussion will explore how the policies governing teachers play out in practice; as how things actually work may differ from what is described on paper. Conversations will focus on issues such as the hiring and transfer process, teacher evaluations, attendance and school climate.
